There are certain human values that are or should be sacred in all cultures; social justice is one of them. It is on this value of social justice that the objective of Health for All by the year 2000 is based. What, indeed, could be more just than a world in which every woman and man can enjoy a level of health that permits her or him to lead a socially and economically productive life? That is why this challenge has touched a raw nerve in all societies. Social justice has a special meaning for those who have been deprived of it. Social justice in health has therefore a very special meaning for the peoples of Africa who have liberated themselves in the recent past - almost all of them - from domination by others. I know that the struggle for health in Africa has made a great leap forward in recent years. The awakening of the African countries to the importance of health, and the concerted action that followed to make health an inalienable right of each individual, are signs of a deep change rich in consequence, not only for the continent of Africa, but for the entire world.
